In what amounts to having a shadow government running the most powerful country in the world, an autopen was used due to Joe Biden’s evident physical and mental decline.
In fact, the Biden administration’s rampant use of mechanical signatures on critical presidential documents may have violated federal law and usurped executive power.
A watchdog group has uncovered evidence that Biden’s staff employed three different autopen signatures for thousands of documents.
These included executive orders, pardons, and commutations, even when Biden was physically present in the White House.
The Oversight Project revealed this week that a third autopen signature was discovered among presidential proclamations signed during Biden’s term.
This follows the group’s earlier disclosure of two other mechanical signatures used on official documents, raising serious questions about who was actually running the country.
The investigation found that Biden personally signed documents during the first 17 months of his presidency.
However, beginning June 13, 2022, the administration started using autopens for executive orders and pardons.
From that point onward, every executive order for the remainder of the year bore a mechanical signature, a pattern that continued through Biden’s final days in office.
This dramatic shift to automated signatures coincided with what many observers have noted as Biden’s accelerating cognitive decline.
In 2023, 16 of 24 executive orders were mechanically signed. In 2024, the number increased to 14 of 19.
During Biden’s final 20 days in office in 2025, all 14 executive orders were signed by autopen.
“The uniformity of these signatures on these proclamations led us to conclude with high confidence that there is a third autopen signature,” said Kyle Brosnan from the Oversight Project.
The implications are far more serious than mere procedural concerns. If Biden’s staff signed his name without his full knowledge or understanding of the documents, it could constitute forgery, impersonation of a government official, and potentially bribery.
Most alarming, it may have represented an unconstitutional usurpation of presidential powers.
The Justice Department is now investigating whether Biden’s aides signed documents without his full knowledge.
President Donald Trump has expressed concern that some documents, including pardons of death row inmates, might not be legally valid if Biden did not authorize them.
“President Trump was elected to restore the integrity and transparency of the office, and answering the question of who was actually running this country for four years is well within the president’s rights,” stated Deputy Press Secretary Harrison Fields.
The timing of this increased autopen usage aligns with reports in a new book revealing Biden could only provide “four to six good hours a day” of productive work.
Curiously, while Biden used an autopen to commute sentences for nearly every federal inmate on death row, he personally signed the pardon for his son Hunter on December 1, 2024.
While Biden has denied being unaware of executive actions taken during his tenure, the evidence of three different mechanical signatures used thousands of times is damning.
